It's right across from Stinky's Fish Camp Restaurant. (5999 W Co Hwy 30-A, Santa Rosa Beach, FL 32459). This beach has restrooms, parking, a lifeguard station, and is ADA accessible. A little further to the East on 30A is Fort Panic Regional Access.
